Alain Tellier

Alain Tellier was a member of the Quebec Bar from 1988 to 2022. After briefly practicing environmental law in Montreal, he joined Canada’s Department of Foreign Affairs. Over the course of his career, which spans more than thirty years, he has made several moves within the department’s legal bureau, where he has served as: deputy director (1997-1999) then director (2016-2021) of the Environmental Law and Law of the Sea branch; deputy director for security and criminal law issues (2005-2007); and director of Treaty Law (2010-2012). He has served abroad on behalf of the department at Canada’s Permanent Mission to the UN in New York (1992-94), Canada’s Mission to the UN in Geneva (1999-2003), Canada’s Consulate General in Hong Kong (2007-2010) and Canada’s Joint Delegation to NATO (Brussels, 2012-2016). These diverse experiences have led him to work on a wide range of international environmental issues, both bilaterally and multilaterally. He holds a graduate diploma from the Université de Montréal and a master’s degree in Environmental Sciences from the Université du Québec à Montréal.
